Net Neutrality in Mobile Networks: A Business and Regulatory Analysis

Abstract: During the past decade, Net Neutrality (NN) has become a central issue in the debate about the development of the Internet. With the Internet becoming an essential platform for information, entertainment and communications, the role of network infrastructure owners have shifted to an essential gatekeeper position in the information society. When thinking about personalization/customization of services and QoE-based differentiation, as alternatives to overcoming some of the mobile industry challenges, the issue of network neutrality appears very quickly in many cases. Implications of NN debate are not only related to the implementation of the technical mechanism required to deploy new services. It is also important to take into account that the discussion also involves business arguments that go beyond the pure network related considerations.

In this presentation, we will give an overview of the regulation on NN in the United States and European markets. Then, we will discuss on the alternatives that mobile actors have to incorporate QoE and personalized services in their business models considering the current regulatory framework on Net Neutrality
